The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), has officially inaugurated a new governing board for the National Communications Authority (NCA), charging its members to spearhead Ghana’s digital transformation and reclaim the country’s leadership in Africa’s telecom sector.

The brief ceremony, held at the Ministry’s offices in Accra, marked a historic milestone as Mrs. Mavis Araba Ampaa was sworn in as the first female Chairperson of the NCA.

She leads a nine-member board made up of seasoned professionals from across communications, technology, academia, and governance.

Administering the Oath of Office and Oath of Secrecy, Hon. George urged the board to “hit the ground running,” pointing out that this was the final board to be constituted under the new administration, nine months into government.

He emphasized the significance of their role at a critical time when Ghana is finalizing a new Electronic Communications Act—legislation set to reshape the country’s digital environment and lay the groundwork for 5G deployment.

“We’re at a pivotal moment,” Hon. George noted. “While Ghana once led Africa in 3G and 4G rollouts, we are now at risk of falling behind in 5G. Your leadership is key to reversing that trend.”

The Minister directed the board to focus on improving spectrum efficiency, service quality, and user experience, stating that the Ministry had already tackled data pricing and affordability.

“The next frontier is quality of experience,” he stressed. “Ghanaians must feel the real impact of our policies—through faster, more reliable internet. That’s the legacy we must build.”

He also reminded the board to maintain a clear boundary between policy direction and day-to-day operations, which remain the responsibility of the Director-General and executive management.

Hon. George described the board’s inauguration as part of a broader strategy to strengthen Ghana’s digital economy. This includes expanding broadband coverage, enhancing digital literacy, and building resilient infrastructure nationwide.

He also revealed plans for a major celebration in 2026 to mark the NCA’s 30th anniversary, with Ghana set to host high-level international events, including ATU and ITU conferences. These gatherings, he said, would establish Ghana as a hub for digital policy dialogue and regulatory innovation in Africa.

Expressing confidence in the new board, Hon. George praised its diversity and expertise, and pledged the Ministry’s full policy backing.

“Our work touches the lives of every Ghanaian—from internet access to call quality. Let’s make this sector a standout success of the Mahama administration,” he concluded.

In her remarks, Chairperson Mrs. Mavis Araba Ampaa thanked the President and Minister for the trust placed in her and the board. She pledged to lead with integrity, innovation, and collaboration.

“This board brings together a strong mix of experience, technical know-how, and public service dedication,” she said. “We will work hand in hand with the Ministry and NCA management to improve regulatory oversight, enhance service delivery, and ensure our telecom infrastructure meets global standards.”

She added that the board will place particular emphasis on spectrum management, consumer protection, and guiding the sector through 5G and emerging technologies.
