The Government of Ghana, through the Ministry of Gender, Children and Social Protection (MoGCSP), has begun nationwide disbursements for the 98th cycle of the Livelihood Empowerment Against Poverty (LEAP) Programme.

This was officially announced during a press briefing held on Thursday, October 9, 2025.

Speaking at the event, the Minister for Gender, Children and Social Protection, Hon. Dr. Agnes Naa Momo Lartey, highlighted LEAP’s continued role as a critical social safety net, offering dignity, hope, and economic empowerment to vulnerable populations across the country.

“Cycle after cycle, we are transforming our commitment into real impact,” she stated. “This consistency forms the foundation of a Ghana where the most vulnerable are protected and empowered to live with dignity.”

In this 98th cycle, the programme will benefit 350,580 households, positively affecting the lives of over 1.5 million individuals. Cash transfers for this cycle are structured as follows:

GH₵320.00 for households with one eligible member

GH₵380.00 for two eligible members

GH₵440.00 for three eligible members

GH₵530.00 for four or more eligible members

Dr. Lartey expressed appreciation to H.E. John Dramani Mahama for his unwavering support of the LEAP Programme and his leadership in passing the Social Protection Act, which firmly establishes social protection as a key pillar of national development.

She emphasized that beyond providing financial relief, the Ministry is committed to promoting human capital development and supporting beneficiaries to engage in sustainable, income-generating activities.

“LEAP is more than a safety net. It’s a launchpad for long-term economic and social transformation,” she remarked.

To enhance the programme’s effectiveness, the Ministry has introduced several strategic improvements, including:

Adjusting cash grants to reflect inflation and maintain their real value

Increasing the programme’s reach to 400,000 households by the end of 2025

Collaborating with GhIPSS to roll out the Ghana Pay mobile money system, offering beneficiaries multiple ways to access their funds and encouraging financial inclusion

The Minister also encouraged beneficiaries to actively participate in ongoing LEAP reassessments, data updates, and verification processes to ensure transparency and effectiveness. She called on the public to report any suspected fraud through the Ministry’s toll-free lines: 0800 800 800 or 0800 900 900.

With the Social Protection Act now fully enacted, Dr. Lartey reaffirmed the Ministry’s commitment to building a more equitable and inclusive nation.

“The LEAP Programme continues to be a cornerstone of Ghana’s social protection efforts. Under President John Dramani Mahama’s leadership, we are strengthening social welfare systems to ensure that no Ghanaian is left behind.”
