

The government’s recent decision to grant amnesty to 998 prisoners has sparked serious concerns from political scientist Dr. Joshua Jebuntie Zaato, who has questioned the reasons for the decision.
In an interview with Joy News’ AM Show, Dr. Zaato charged that President John Dramani Mahama was trying to use the mass pardon as a political ploy to win over the public and clear the path for a contentious third-term bid.


Dr. Zaato asserts that although the Ghanaian constitution gives the president the authority to grant amnesty, such decisions must be made for clear humanitarian reasons rather than political ones.

He emphasized that the amnesty’s timing and scope cast doubt on the government’s motivations, implying that the decision is more of a political ploy than a sincere act of kindness.

“You are lying to Ghanaians if you believe that you are releasing 998 prisoners in order to gain favor for a third term,” Dr. Zaato said, urging people to be on the lookout for political ploys masquerading as goodwill gestures.


He also warned that there may be social and security issues if prisoners are released in large numbers without proper reintegration plans. In order to ensure that ex-offenders can successfully reintegrate into society, Dr. Zaato maintained that any extensive amnesty should be preceded by rehabilitation programs, job training, and psychological support.
The political analyst also called on academic institutions, the clergy, and civil society groups to consider the consequences of the government’s actions. He underlined that leaders must be held responsible for their choices, particularly those that might have covert political agendas, for democracy to flourish.
Dr. Zaato’s comments have sparked a new discussion about how to strike a balance between political opportunism and humanitarian governance. Others share his worry that the decision might be politically motivated, while others see the amnesty as a humanitarian gesture.
As the debate heats up, many are urging the president to make clear the standards by which the recipients were chosen and to reassure the public that the action is not a political gimmick but rather a sincere attempt to maintain justice and equity in the nation’s penal system.
