The Minister for Communication, Digital Technology and Innovation, Hon. Samuel Nartey George, has inaugurated a newly reconstituted seven-member Governing Board for the Postal and Courier Services Regulatory Commission (PCSRC), tasking it with leading a sweeping transformation to reposition the Commission as a modern, tech-forward regulator.

In a ceremony held in Accra, the Minister emphasized the urgent need for a complete operational overhaul, stating that the Commission must shed its traditional image and become a dynamic force in digital-era logistics and delivery services.

“The Commission cannot be what it has always been,” Hon. George declared, challenging the new board to invigorate the Commission’s mandate to meet the realities of today’s fast-evolving technological and logistical landscape.

The inauguration comes amid wide-ranging reforms within the Ministry, which is currently reviewing over 15 legislative instruments. A centerpiece of these reforms is a draft bill proposing to rename the Commission as the Postal, Courier and Logistics Services Commission—a title that reflects an expanded remit to include e-commerce logistics, digital delivery platforms, and broader trade facilitation.

Confidence in New Leadership

Hon. George expressed strong confidence in the leadership of the new board, particularly its Chairperson, Bishop Noble Francis Afotey Odai, whose entrepreneurial track record the Minister believes will inject “innovation and resilience” into the Commission’s work.

He also addressed the prevailing perception that “the post is dead,” countering that the sector remains vital even in advanced nations like the United States. He urged the board to educate the public—especially young people—on the relevance of postal systems, and to aggressively adopt digital technologies to ensure continued relevance.

Call for National Presence and Infrastructure

The Minister further stressed the importance of expanding the Commission’s operational footprint beyond Accra. He called for the establishment of a permanent headquarters and a nationwide infrastructure to improve service accessibility and regulatory reach.

In his acceptance speech, Bishop Noble Francis Afotey Odai thanked the Minister for the trust placed in the new board and pledged to drive renewed visibility, innovation, and national impact for the Commission.
