The Government of Ghana, in collaboration with key development partners, has committed to a bold reform agenda to restore confidence in the Development Bank Ghana (DBG), following the release of a comprehensive audit report conducted by Deloitte.

In a high-level meeting held earlier today, Minister for Finance, Dr. Cassiel Ato Forson, engaged representatives from the World Bank, the African Development Bank (AfDB), Germany’s KfW, and the European Investment Bank (EIB) to discuss the audit findings and agree on the path forward.

One of the immediate outcomes of the meeting was the decision to refer the Deloitte report to the Attorney General for appropriate legal action. Dr. Forson made it clear that accountability will be pursued vigorously, stating that individuals whose conduct undermined the integrity of the institution will be held to account.

“This marks a new dawn for the Development Bank Ghana,” Dr. Forson declared, assuring stakeholders that the Bank is poised for a turnaround. He revealed that DBG is in the final stages of developing its Corporate Plan and Action Plan—critical tools that will anchor its future direction and operational efficiency.

The Finance Minister reaffirmed President John Mahama’s commitment to ensuring that DBG delivers on its core mandate of catalyzing Ghana’s economic transformation through strategic investments in key sectors.

As part of the reform measures, a new Chief Executive Officer selected through a competitive and transparent process is expected to be announced by Monday. Additionally, a fully reconstituted Board of Directors will be in place by the end of October.

DBG’s Interim Board Chair, Mr. Albert Essien, underscored the Bank’s renewed focus on transparency, accountability, and sound governance. “We are determined to build a resilient institution that delivers real value to the Ghanaian economy,” he said.

Development partners present at the meeting expressed their strong support for the reform agenda and commended the government’s swift and decisive action in addressing the concerns raised in the audit report.

With these concrete steps, both government and partners aim to reposition DBG as a credible and impactful institution capable of driving long-term development and inclusive growth in Ghana.
