Ghana’s Minister for Foreign Affairs, Hon. Samuel Okudzeto Ablakwa (MP), has called for a balanced and inclusive global dialogue on Solar Radiation Management (SRM) as part of broader climate change solutions.

Speaking at the 2025 Paris Peace Forum during a high-level panel discussion on “Solar Radiation Management (SRM) and Development: Estimating the Upside, Confronting the Limits,” the Minister underscored the need for equitable governance and ethical oversight in the deployment of emerging climate technologies.

The session convened leading global experts, including Mr. Pascal Lamy, Vice-President of the Paris Peace Forum; Mr. Oliver Morton, Senior Editor at The Economist; and Professor Michael Obersteiner, Director of the Environmental Change Institute at the University of Oxford.

The discussion was moderated by Ms. Ana Yang, Director of the Environment and Society Centre at Chatham House.

In his remarks, Hon. Ablakwa explored the implications of SRM for developing nations, particularly those in the Global South.

He emphasized that while SRM holds potential benefits especially for low-latitude economies vulnerable to rising temperatures, it also raises profound questions about fairness, technological capacity, and possible unintended regional effects.

“The governance of SRM cannot be left to a few powerful nations or private interests,” he stated.

“Developing countries must be active participants in shaping the frameworks that determine how and whether such technologies are deployed. Climate interventions must not deepen existing inequalities.”

Panelists discussed the underlying science of SRM, current research directions, and the need to integrate diverse perspectives into policy decisions.

The Minister reiterated that insights from such global engagements should inform multilateral processes and guide the evolution of international climate governance.

The Paris Peace Forum, established in 2018, serves as a platform for dialogue and action on global governance challenges, with climate change and sustainable development among its central themes.
