Ghana has taken a strategic step to reposition itself as a key United States trade and investment partner following high-level bilateral discussions at the Office of the United States Trade Representative (USTR) in Washington, D.C.


Led by the Minister for Trade, Agribusiness and Industry, Hon. Elizabeth Ofosu-Adjare, and Ghana’s Ambassador to the United States, H.E. Victor Emmanuel Smith, the Ghanaian delegation engaged U.S. Trade Representative Jamieson Lee Greer on proposals to establish a structured trade and investment cooperation framework between the two countries.


The talks focused on strengthening market access for Ghanaian exports, improving investment flows, and aligning trade policies to support Ghana’s industrial transformation agenda. Particular attention was given to the impact of recent U.S. tariff measures on Ghana’s exports and the future of the African Growth and Opportunity Act (AGOA), with Ghana advocating flexible tariff arrangements to promote value addition, industrial growth, and employment creation in sectors such as textiles, garments, and cocoa processing.

Ghana also leveraged the discussions to showcase its growing relevance within the African Continental Free Trade Area (AfCFTA), emphasizing its role as a stable entry point for U.S. companies seeking to access wider African markets.


Both sides agreed on the need for a more predictable and structured trade engagement and committed to exchanging draft proposals and timelines toward a comprehensive trade and investment cooperation agreement.
The outcome signals a shift from ad-hoc engagement to a more strategic and long-term economic partnership between Ghana and the United States.
The engagement reflects Ghana’s broader push for economic diplomacy, supported by institutions including the Ministry of Foreign Affairs, the Ghana Investment Promotion Centre (GIPC), the Ghana Tourism Authority, and the Ghana Export Promotion Authority, aimed at positioning the country as a competitive destination for global trade and investment.
